abstrak:The new era of English Education in Indonesia has come since the curriculum 2004 was launched in 2004. The launching of new curriculum has a consequence of approach shifting- the approaches shifted from traditional and structural-situational to communicative. This approach has a goal namely communicative competence. The communicative competenece as it is stated before consist of five components (Celce-Murcia et al: 1995). One of component is strategic competence. Accordingly, the material provided in the textbooks should contain all components of communicative competence including strategic competence. This study investisgates the conversation activities used as models for speaking activities presented in the Developing English Competencies textbook for year XII of Senior High School (SHS). Due to the description above, the study describes the strategic competence in terms of the components of such competence and sufficiency of strategic competence in Developinng English Competencies (DEC) textbook.This study used descriptive qualitative approach and the type of qualitative research applied was document analysis. The data analyzed are used as models of speaking text taken from DEC textbook for grade XII of SHS. There are 8 texts altogether representing 5 units in the textbook. The finding of the study reveals that the most of strategic competencies (62.5 %) display strategic competence. The other three text (37.8%) are considered problematic since they do not include the strategic competence. The strategic competence discovered are fillers (57.1%) , hesitation device(7.1%) and interpretive summary (35.8%). Another finding is the strategic competence found in DEC textbook is not sufficient to give the students good model of strategic competence. The findings suggests that the textbook writers should have sufficient knowledge of spoken language and knowledge of strategic competence. Those two knowledges are important in preventing the writers from not inserting strategic competence in speaking model texts or making error in inserting strategic competence in speaking model texts. For the teachers, there are three steps that the teachers should do to overcome this insufficiency. Firstly, the teacher can ask the students to insert strategic competence in the speaking model text which do not have it. Secondly, the teacher can ask the students to change not well implemented of SC into well implemented one. Thirdly, the steps above is followed with the discussion on the strategic competence made by the students, its function and the reason why it is chosen to insert or to change.
